Same for desktop apps or webapps. As a side note, do not use Flash player. Some programs are just better suited for desktop apps whilst others are better as a web app. Personally, I would go for a website because some people are a bit reluctant to download stuff especially if it has not been developed by a big company. And as kingcool mentioned - people won't download a thing which isn't developed by a huge company.
